Matthew George Whitaker (born October 29, 1969) is from Iowa. He earned a B.A., MBA, and J.D. from the University of Iowa, where he played football and received the Big Ten Medal of Honor. Refusal to Recuse from Mueller Investigation

  • Whitaker received guidance during three meetings with ethics officials and multiple discussions with advisers about whether he should recuse.
  • Ethics officials concluded that “a reasonable person with knowledge of the relevant facts likely would question the impartiality of the Acting Attorney General” — and that if a formal recommendation were sought, they would advise recusal.

World Patent Marketing Advisory Board

From 2014 to 2017, Whitaker served on the advisory board of World Patent Marketing, Inc. (WPM), a Florida-based company that the Federal Trade Commission later sued and shut down for operating what it called “an invention-promotion scam that has bilked thousands of consumers out of millions of dollars.”

  • The FTC alleged WPM lured customers with fraudulent “success stories,” failed to deliver on promises, and took measures to suppress negative reviews.
  • Court filings show WPM paid Whitaker at least $9,375 between October 2014 and late February 2016, and owed him $7,500 more for work between May 2016 and February 2017.
  • In an August 2015 email included in court documents, Whitaker wrote to a complaining customer: “I am assuming you understand that there could be serious civil and criminal consequences for you.” In the email, he cited his status as a former U.S. Attorney.
  • The FTC alleged this type of communication was part of WPM’s strategy to prevent customers from filing complaints.
  • The FTC settlement required WPM to pay nearly $26 million (the FTC ultimately accepted less than $1 million). The defendants were banned from invention-promotion activities. WPM neither admitted nor denied the allegations.
  • The FTC did not accuse Whitaker of personal wrongdoing. The court-appointed receiver, Jonathan Perlman, stated there was “no evidence that Whitaker knew company salespeople were making false promises to inventors.”
  • The FBI’s Miami office conducted a criminal investigation of WPM during the period it employed Whitaker. When Whitaker became Acting Attorney General, he had supervisory authority over the FBI.

Senate Confirmation as NATO Ambassador
