Trump, Civil Action Nos. 25-00400 and 25-00402, ordering the government to obligate expiring USAID funds before the September 30 fiscal-year-end deadline. Judge Ali denied the government’s stay motion and rebuked the administration for selectively quoting the Impoundment Control Act to ‘reverse its meaning,’ noting the deliberate omission of the word ‘unless’ that inverted the statute’s plain command.
