Notes: Valid photo identification required. Birth records less than 100 years old are confidential and restricted to eligible persons including the individual named on certificate. Records available since 1946, with incomplete records from 1946-1950/1954. Payment by money order or cashier’s check made payable to Commonwealth Healthcare Corporation or CNMI Treasurer (sources vary). Must request Birth Certificate Mail Order Form by email first.

How to Obtain Citizenship Proof

For Northern Mariana Islands residents declared U.S. citizens under Public Laws 94-241 and 99-239: obtain either a U.S. Passport through normal passport application process, or a Northern Mariana Identification Card from the Commonwealth of the Northern Mariana Islands. For those with Trust Territory of the Pacific Islands heritage, provide identification card from TTPI plus birth records, voter registration from before January 1, 1975, or other qualifying documents along with statements of non-allegiance to foreign states as of November 4, 1986.

Notes: Northern Mariana Islands citizenship is based on specific historical conditions under Public Laws 94-241 and 99-239. Three main pathways exist: 1) Birth in NMI with TTPI citizenship and residence on November 3, 1986, plus statement of no foreign allegiance on November 4, 1986; 2) TTPI citizenship with continuous NMI residence since before November 3, 1981, voter registration before January 1, 1975, and no foreign allegiance statement; 3) Continuous NMI residence since before January 1, 1974 and no foreign allegiance statement.
