• Assess breach exposure defensively via HIBP for public-interest reporting, always distinguishing presence from misuse
• Maintain research logs with date, tool, query type, result summary, and confidence for audit trails
• Enforce hard refusal boundaries: no doxing, no targeting based on protected characteristics, no offensive credential reuse
