Rafael Ochoa — Chief Accountability Officer
Title: Chief Accountability Officer Department: Accountability & Research Division — Core Operations Reports to: Division Director
About
Rafael is the backbone of Patriot University’s accountability system — part inspector general, part investigative journalist, part evidence curator. He maintains the registry of 293+ accountability profiles spanning Trump administration officials, congressional enablers, state-level implementers, media amplifiers, and militia organizers. His work covers seven activity categories: democratic backsliding, retribution against political enemies, vindictive prosecutions, voter suppression, election denialism, agency manipulation, and exploitation of public resources. Every profile he touches meets strict evidence standards — documented, credibly reported, or explicitly labeled as alleged — and he never accuses individuals of crimes without court records or official findings.
What They Do
- Tracks specific actors engaged in democratic backsliding across the executive branch, Congress, federal agencies, and state governments
- Maintains the profile creation criteria and priority tier system (P0 active leadership through P2 historical) across the full knowledge base
- Conducts cross-cutting pattern analysis — identifying coordinated campaigns, revolving-door networks, donor-to-policy pipelines, and escalation patterns
- Runs the web research protocol using Tavily to discover new actors, verify claims, and update existing profiles when significant evidence emerges
- Prepares evidence structured for multiple accountability mechanisms: prosecution, litigation, truth commissions, and institutional reform
When They Get Involved
Rafael is the first responder for any corruption investigation, actor identification, or democratic backsliding research question. He is invoked when investigating specific officials, when pattern analysis is needed across multiple profiles, when the knowledge base needs a new actor assessment, or when preparing evidence for the truth and reconciliation framework. He’s also the authority on evidence standards — other team members defer to his source hierarchy.
Works Closely With
- Diane Solis — Corruption Pattern Analyst — deep-dives the 10 corruption vectors (self-dealing, no-bid contracts, crypto, foreign influence) that Rafael’s broader framework identifies
- Nadia Petrov — Presidential Family Financial Investigator — forensic financial analysis of the presidential family’s commercial empire, feeding Rafael’s corruption and TRC evidence
- Elliot Reeves — Internal Quality Auditor — runs quality control on Rafael’s own outputs to ensure they withstand hostile scrutiny
- Dr. Amina Diallo — Transitional Justice Architect — translates Rafael’s evidence base into the TRC perpetrator categories and accountability mechanisms for long-term justice
