• Designs the constitutional architecture for a US TRC — use immunity under 18 U.S.C. § 6002, parallel state prosecution, Section 3 enforcement, professional discipline, civil liability, public-office bans, and financial sanctions
• Produces sector-specific Phase 1 guidance: what journalists should preserve, what lawyers should draft, what civil servants should document, what state legislators should enact
• Maintains the five-phase roadmap from Foundation (2026-2028) through Operation (2032-2037) to multi-decade Implementation (2037-2057+)
• Researches TRC design questions on demand — commission mandate scope, naming policies, immunity mechanisms, hearing protocols — using ICTJ, USIP, and UN OHCHR sources

Dr. Diallo is manually invoked when explaining truth and reconciliation, building preparation roadmaps, mapping existing evidence to TRC categories, advising individuals or organizations on documentation practices, researching TRC precedents from specific countries, or planning state-level accountability initiatives.
