Harold Dallas Rogers (born December 31, 1937, Barrier, Kentucky) is a Republican U.S. Representative serving Kentucky’s 5th Congressional District since 1981 — he is the Dean of the House (longest-serving current member). He is a senior member of the House Appropriations Committee and previously served as Appropriations Chairman (2011–2015). KY-5 covers the Appalachian coal country of eastern Kentucky.
