Chuck Schumer has served in the Senate since 1999 and as Democratic leader since 2017. As Senate Majority Leader from 2021–2025, he had regular access to President Biden through official channels, party meetings, and personal communication. He had a 30-year personal relationship with Biden.

Documented Actions

1. The July 11 Senate Democratic Caucus Meeting

On July 11, 2024 — two weeks after the debate — Senate Democrats held a closed-door meeting. The New York Times described the outcome: “near unanimity” among Senate Democrats that Biden should withdraw.

Schumer was “dismayed” the next day to learn that the meeting’s conclusions had not been conveyed to Biden — suggesting that the Politburo’s information control extended to filtering even caucus-wide sentiment from reaching the president.

2. The Rehoboth Beach Conversation — “Five Votes” and “1% Chance”

On July 13-14, 2024, Schumer met Biden one-on-one at his vacation home in Rehoboth Beach, Delaware. In a 35-minute conversation, Schumer delivered a devastating assessment:

• If a straw poll of Senate Democrats were held, Biden might get only five votes
• Biden could “taint his entire legacy” by staying in
• Biden appeared “surprised” to hear this assessment

According to NPR’s reporting on “Original Sin,” Schumer told Biden: “I’ve talked to your pollsters. They give you a 5% chance of winning.” Biden did not know this because all polling data “was interpreted through the spinmeisters around him, Donilon and Ricchetti.” One pollster later said the real number was more like 1%.

3. The Prior-Knowledge Gap

Schumer’s effectiveness in the July 2024 conversation — and his “dismay” that caucus sentiment hadn’t been conveyed to Biden — suggests he had been aware of concerns for some time before acting. The critical accountability question is:

When did Schumer first observe signs of Biden’s decline or hear concerns from Senate colleagues?

“Original Sin” and parallel reporting indicate that Senate Democrats “overwhelmingly believed Biden should withdraw” by July 11, 2024. But the formation of that consensus did not happen overnight — it reflected concerns that had been building for months or years. When did Schumer become aware of these caucus concerns, and what did he do with that awareness before the debate?

4. No Public Call for Withdrawal Before the Debate
