Background

Julie Chavez Rodriguez served as Biden’s 2024 campaign manager — the operational head of the day-to-day campaign. She was appointed to the role in January 2023 alongside O’Malley Dillon as campaign chair. She had previously served in the White House as Director of Intergovernmental Affairs.

Chavez Rodriguez is the granddaughter of César Chávez, the legendary labor organizer and civil rights figure who founded the United Farm Workers. This lineage gave her particular credibility in outreach to Latino communities — a key demographic in the Biden coalition.

1. Co-Hosted Post-Debate DNC Call

On June 29, 2024, Chavez Rodriguez co-hosted the post-debate DNC call alongside DNC Chair Jaime Harrison. The call involved dozens of committee members and fundraisers.

Per reporting, the call “largely avoided” substantive discussion of Biden’s debate performance. Chavez Rodriguez participated in the post-debate messaging operation and was part of the campaign leadership team presenting a unified front that the debate had not materially changed Biden’s viability.

2. False Campaign Finance Claims (Coordinated with O’Malley Dillon)

Lindy Li’s testimony documented that campaign officials — including references to Chavez Rodriguez alongside O’Malley Dillon — cited false campaign finance regulations to discourage donors from pressuring Biden to withdraw.

The campaign finance claim was false: there are legal mechanisms for a candidate to withdraw and transfer campaign funds.

3. Excluded from DNC Post-Mortem

The DNC’s 2026 post-election autopsy did not interview Chavez Rodriguez, alongside other top campaign officials. CNN’s reporting on the autopsy noted this as a significant gap.

Political Context

Chavez Rodriguez’s documented role is secondary to O’Malley Dillon’s in the post-debate damage control operation. Her P3 classification reflects the lower specificity of the evidence about her independent decision-making. A TRC would need her testimony to establish what she knew, when she knew it, and what decisions she made independently versus as a downstream executor of campaign leadership direction.
