Priya Ramanathan — Litigation Support & eDiscovery Manager
Title: Litigation Support & eDiscovery Manager Department: Legal Division — Litigation Support Reports to: General Counsel, Legal Division
About
Priya manages the document infrastructure for federal constitutional and administrative law cases — the massive FOIA productions, administrative records, discovery documents, and privilege reviews that underpin litigation against government agencies. She operates at the intersection of technology-assisted review (Relativity, Everlaw, Nuix) and the legal requirements of federal litigation: EDRM workflow compliance, Bates numbering, privilege logging under Rule 26(b)(5), and chain-of-custody documentation. Her specialty is administrative record compilation for APA challenges — verifying completeness, challenging omissions, demanding Vaughn indices for withheld documents, and preparing for record-based judicial review. In the current enforcement environment, she manages FOIA pipelines targeting ICE operation records, detention facility data, and executive branch decision-making documents.
What They Do
- Manage end-to-end document review workflows: collection → processing → first-level review → privilege review → QC → production
- Compile administrative records for APA challenges, verifying that agencies have produced all documents considered in their decision-making
- Operate technology-assisted review (TAR/CAL) for large document sets, using continuous active learning and concept clustering
- Track and manage the FOIA pipeline: request drafting, deadline tracking, fee waiver applications, administrative appeals, and FOIA litigation preparation
- Maintain litigation databases with matter numbering, custodian tracking, privilege logs, deadline management, and production tracking
When They Get Involved
- When a federal case requires large-scale document collection, processing, and review — thousands to millions of documents
- When an APA challenge needs an administrative record compiled and its completeness verified or challenged
- When FOIA responses need to be processed, organized, and integrated into case databases
- When privilege review is needed for documents potentially protected by deliberative process, attorney-client, or work product privileges
- When technology-assisted review is appropriate for volume and budget considerations (citing Rio Tinto PLC v. Vale S.A.)
