Anna Paulina Luna — U.S. Representative (R-FL-13), Chair of the Task Force on the Declassification of Federal Secrets

Category: Federal Legislator — U.S. Representative Role: U.S. Representative from Florida’s 13th Congressional District (Pinellas County) (2023–present); Chair, Task Force on the Declassification of Federal Secrets (2025–present); Member, House Committee on Oversight and Government Reform; Member, House Committee on Foreign Affairs Priority: P2

## Basis for Inclusion

Subject Classification: Public Official — sitting U.S. Representative

Basis for Inclusion: As lead House proponent of the Safeguard American Voter Eligibility (SAVE America) Act, Luna organized and led a March 2026 blockade of routine House floor business — pledging to vote against procedural rules on unrelated legislation — to force Senate action on a documentary-proof-of-citizenship voter-registration mandate that voting-rights researchers and election officials warn would disenfranchise eligible U.S. citizens who lack ready access to birth certificates, passports, or updated name-change documents. She additionally chairs the House Oversight Task Force on the Declassification of Federal Secrets (2025–present) and has publicly stated the 2020 presidential election was “stolen.”

What Is Not the Basis for Inclusion: Party affiliation, conservative policy positions generally, her military service, her personal biography, or her media commentary. Her documented sponsorship, promotion, and procedural escalation of specific voter-registration legislation and her public statements about the 2020 election are documented actions and public statements, not opinions inferred from political affiliation.

Who Is Anna Paulina Luna?

Anna Paulina Mayerhofer was born May 6, 1989, in Santa Ana, California. She served in the Air National Guard from 2009 to 2014 as an airfield management specialist, receiving the Air Force Achievement Medal. She graduated from the University of West Florida with a Bachelor of Science in biology in 2017 and became Director of Hispanic Engagement for Turning Point USA in 2018.

She first ran for Florida’s 13th Congressional District in 2020, losing to incumbent Democrat Charlie Crist. She won the seat in 2022 with the endorsement of former President Donald Trump, defeating Democrat Eric Lynn 53.1% to 45.1%. She was re-elected in 2024 against Democrat Whitney Fox. She is the first Mexican-American woman elected to Congress from Florida.

Luna currently serves on the House Committee on Foreign Affairs and the House Committee on Oversight and Government Reform. In February 2025, House Committee on Oversight and Government Reform Chairman James Comer tapped her to chair the newly created Task Force on the Declassification of Federal Secrets, which she has publicly described as covering JFK/RFK/MLK assassination records, the Jeffrey Epstein client list, COVID-19 origins, 9/11 records, and Unidentified Anomalous Phenomena (UAP).

Documented Actions

1. March 2026 — House floor blockade to force SAVE America Act passage

The Safeguard American Voter Eligibility (SAVE America) Act would require documentary proof of U.S. citizenship (passport, birth certificate, or equivalent) to register to vote in federal elections. It passed the House in February 2026 by a 218–213 vote and stalled in the Senate under a filibuster threat.

In March 2026, Luna organized a group of House Republicans to withhold votes on procedural rules — the mechanism that allows any legislation to reach the House floor — until Senate action on the SAVE America Act was secured. Speaker Mike Johnson responded with a plan to merge the SAVE America Act with the FY 2026 National Defense Authorization Act (NDAA). Luna publicly rejected the merger as insufficient, calling it “a procedural head fake” on the grounds that the Senate could still strip the citizenship-proof provisions during conference.

On the March 17, 2026 rule vote, the House rejected the combined NDAA/SAVE America Act rule 198–224. Fourteen Republicans, including Luna, joined all Democrats voting against. The other Republican no-votes were Tim Burchett (TN), Eric Burlison (MO), Eli Crane (AZ), Randy Fine (FL), Andy Harris (MD), Max Miller (OH), Chip Roy (TX), Keith Self (TX), Victoria Spartz (IN), Mike Turner (OH), Thomas Massie (KY), and Lauren Boebert (CO).

Luna’s public position: “The only way to ensure the Senate passes this is to make sure it’s in the bill text of the NDAA, meaning that my amendment(s) must be made an order.”

Documented voting-rights concerns about the SAVE America Act (attributed to specific researchers and organizations, not to this profile):

  • Voting-rights researchers and state election officials have documented that an estimated 21 million U.S. citizens lack ready access to documentary proof of citizenship, and that married women who have changed their surnames are disproportionately affected because their birth certificates no longer match their voter-registration name. These concerns are the subject of ongoing litigation and are separately treated in the Patriot University voting-guide layer.

2. March 31, 2025 — Departure from the House Freedom Caucus

Luna announced her resignation from the House Freedom Caucus on March 31, 2025, following an internal dispute over her proposal to allow new-parent members of Congress to vote by proxy for 12 weeks after the birth of a child. In her resignation letter, Luna cited attempts by “a small group among us” to block her discharge petition.

3. April 6, 2025 — Vote-pairing agreement with Speaker Johnson on new-parent proxy voting

On April 6, 2025, Luna and Speaker Mike Johnson reached an agreement to permit absent new-parent members to use vote pairing — a procedure by which an absent member’s intended position is publicly recorded in the Congressional Record without altering the tally. This resolved Luna’s discharge-petition push short of formal proxy voting.

4. February 2025 — Appointment to chair the Task Force on the Declassification of Federal Secrets

Chairman James Comer appointed Luna to chair a new Task Force operating under the House Committee on Oversight and Government Reform, following an executive order issued by President Donald Trump directing declassification of records related to the JFK, RFK, and MLK assassinations. Under Luna’s chairmanship, the Task Force has convened hearings on JFK records and UAP transparency, and has publicly requested UAP-related video material from the Department of Defense.

Public Statements About the 2020 Election

Luna has publicly stated the 2020 presidential election was “stolen” and that voter fraud occurred. According to a Washington Post biographical profile published February 10, 2023, Luna stated in June 2022: “I believe that President Trump won that election, and I do believe that voter fraud occurred.” Sixty-plus court rulings, federal and state election officials, and the Cybersecurity and Infrastructure Security Agency have found no evidence of fraud sufficient to alter the outcome of the 2020 presidential election.

Luna’s statements about the 2020 election are documented here as public statements — protected political speech — and are not characterized in this profile as criminal conduct. They are relevant context for evaluating her subsequent legislative sponsorship of documentary-proof-of-citizenship voter-registration requirements.

Biographical Reporting Context (Washington Post, February 10, 2023)

The Washington Post reported in February 2023 that Luna’s paternal grandfather, Heinrich Mayerhofer, served as a soldier in Nazi Germany’s Wehrmacht during the 1940s, based on a photograph the Post reviewed with the Simon Wiesenthal Center. The Post also reported that former Whiteman Air Force Base acquaintances recalled Luna variously describing her background as Middle Eastern, Jewish, or Eastern European, and that Luna identified as “White, not of Hispanic origin” on her 2015 California driver’s license and Florida voter registration. Family members told the Post that her father was Catholic, though Luna has publicly described being raised in Messianic Judaism.

These biographical details are attributed to Washington Post reporting and are included as documented public-record biographical context. They are not asserted by this profile as independent findings, and they are not the basis for inclusion.

Democratic Malice Assessment

Democratic Malice Assessment: No designation at this time. Ideology vs. Malice determination: Luna’s documented actions on the SAVE America Act — sponsorship, floor advocacy, and procedural leverage against unrelated House business — were pursued through legitimate legislative channels. Restricting voter-registration eligibility to those able to produce documentary proof of citizenship is a policy position that voting-rights advocates and election officials strongly contest on disenfranchisement grounds, but it was advanced by Luna through open floor debate, publicly held votes, and public statements — not through covert or extra-institutional means. The Democratic Malice Assessment framework evaluates subversion of democratic mechanisms themselves, not policy disagreement, and therefore Luna does not currently receive a DMS score under the published framework. Framework note: This profile separately records Luna’s public statement that the 2020 election was “stolen” as documented public speech. Repeating that characterization from a sitting Member of Congress erodes public confidence in verified election results, but is legally protected political speech. If additional evidence emerges of coordination with any specific effort to overturn a certified election result — beyond public statements — this profile would be revisited. Framework disclosure: This Democratic Malice Assessment applies a published analytical framework to documented public actions by public officials. All factual predicates are cited to primary or secondary sources. This assessment is subject to update as new evidence emerges or prior evidence is corrected.
